Job Vacancy for a Clearing and Forwarding Officer in Abuja

COMPANY PROFILE:
The Partnership for Supply Chain Management (PFSCM) is a non-profit organization for the dual purposes of ensuring reliable availability of essential products to programs In the developing world and strengthening national supply chains to become sustainable mechanisms for delivering these products to clients who need them.

The Global Fund to Fight AIDS, Tuberculosis and Malaria (GF) is a major financing institution in the fight against these chronic diseases in 140 countries, in 2008, The Global Fund established a Procurement Support Service (PSS), now known as the Sourcing Team to its Principal Recipients, with Pooled Procurement Mechanism (PPM) aiming at ensuring a cost effective and efficient procurement process. This service provides support to countries to resolve some of the procurement bottlenecks and facilitate a more timely access to pharmaceuticals and health products. PFSCM is one of the two procurement service agents which have been selected by the Global Fund to provide procurement service to countries that elect to participate in the PPM service funded by the Global Fund. JSI, one of PFSCM lead partners, is seeking qualified candidates for the following position:


POSITION: CLEARING & DELIVERY OFFICER (ABUJA)
The Clearing and Delivery Officer will be responsible for completing and executing Form Ms for the Pooled Procurement Mechanism (PPM, formerly VPP) orders for the Principal Recipients (PR) based in Abuja, Nigeria. S/he will be the PRs’ key contact person for the Form M processing and should be able to give additional information to the PRs on the status of deliveries. The successful candidate will therefore act as a social facilitator for incoming shipments and will ensure adequate coordination between the PSA and the PRs for the timely clearing of the goods.
MINIMUM SKILLS AND QUALIFICATION
  • Experience with USAID hearth programs is a strong plus.
  • Strong analytical and problem solving skills.
  • Sound knowledge of shipment documentation to ensure compliance with the purchase order and with import/export requirements in the country of destination.
  • Excellent knowledge of the Nigeria clearing and document processing is an added advantage.
  • 5-7 years’ experience in managing local freight and transport logistics.
  • A bachelor’s degree in logistics management, business or other related discipline. A master’s degree is an added advantage.
  • Demonstrated ability to use the Microsoft Office Suite applications, including Word, Excel, Outlook, Project and PowerPoint.
  • Proven ability to work independently and with little supervision.

BASIC DUTIES
Completing and executing Form Ms for all orders through:
1.         Monitoring order status by liaising with the Supply Delivery Coordinator (SDC) team and Client Account Manager for Nigeria; as requested or needed for Form M processing; ensure coordination and follow-up with vendors and freight and logistics personnel.
2.         Expediting communication with PR and PSA to ensure that export documents are provided in a timely manner for Form M and local clearance procedures.
3.         Receiving and reviewing documentation prior to shipment to ensure compliance with the purchase order and with import/export requirements in the country of destination/origin.
4.         In coordination with Freight and Logistics (F&L) and the PRs, verify    the -receipt of shipments and ensuring administrative completion of the shipments with the PR.
5.         Logging and investigating incidents with the PPM team as required Administration
6.         Ensuring accurate data entry, and tracking order and shipment progress to provide overall visibility on Form Ms completion and final delivery date visibility.
7.         Updating vendor shipping instructions and international shipping instructions as needed including if the PRs communicate any needed changes or these are needed for the Form M process.
Relationship Management
8.         Liaising with PRs on a regular basis to address any shipping and importation requirements, in particular as they relate to form M.
9.         Supporting the PPM deliveries, coordinating with local SCMS and USAID DELIVER project counterparts as needed to ensure sharing of key information.
10.       Liaising with PPM Netherlands staff, including, but not limited to the Client Relations Unit, Procurement and the SDC team.
11.       Liaising with local freight and logistics providers to ensure timely execution of services; raising concerns from the PRs to both local teams and PPM Netherlands based team members.
12.       Working in close cooperation with PPM Netherlands SDCs to ensure smooth processing of required changes to M forms and other related documents. Other duties
13.       Following up on clearing-related complaints with the PPM team. Quality related complaints are handled in collaboration with the Quality Assurance Unit.
14.       Keeping the PPM team informed of the dealing agent’s performance if the PRs raise any complaints and ensuring continued dialogue with the PPM tea m.
15.       Contributing to the development of Standard Operating Procedures (SOP) and work instructions as needed to further build capacity on Nigeria clearing and document processing.
16.       Handling other tasks as assigned.
